PCC Membership Rules
Ex-Officio
Ex-Officio - or unelected - members of the PCC are:
The Rector
The Rector as Incumbent is also chairman of the PCC.
All clergy licensed to the Parish.
All lay ministers (Readers) licensed to the Parish.
The Churchwardens
The Churchwardens are elected annually at the 'Vestry Meeting' which takes place immediately prior to the Annual Parochial Church Meeting - or APCM. All members of the Parish and those on the Electoral Roll of the Church are entitled to vote at the elections of the Churchwardens. Churchwardens may serve for a maximum of six consecutive years, with a minimum break of one year.
Deanery Synod reps
Deanery Synod reps are elected by the APCM every three years to serve as representatives of the Church on the Surrey Heath Deanery Synod. There is no maximum length of service.
Elected Members
Elected members are elected at the APCM, and if over 18 years of age must have been on the Electoral Roll of the Church for a minimum of 6 months. Only those on the Electoral Roll are entitled to vote at the APCM.
The total number of elected members is governed by the number of people on the Electoral Roll, and for Windlesham is 15. Members serve for three years, with one third of the PCC standing down at each APCM. Members standing down may stand for election again a second consecutive time, but may only serve a maximum of six consecutive years. A minimum break of one year is then required.
Co-opted Members
The PCC at its discretion may chose to co-opt a person who has been on the Electoral Roll for a miniumum of 6 months. There are rules governing the maximum number of co-opted members.
Casual Vacancies
If a casual vacancy arises during an elected member's three year term of service, the PCC agrees upon a person who has been a member of the Electoral Roll for at least sixth months, and who should serve the rest of that term. This person continues on the PCC for such a time as is left for that term of service, and may stand for election again at the end of that term, but not for a third consecutive time as this would take them beyond the six year maximum.
